TORONTO, Canada – In continuation of Saint Lucia’s active participation in “CARICOM and the OECS, and subscribing to the principles of sovereignty and peace in our region,” as indicated by Prime Minister Philip J Pierre in his second inauguration address December 5, 2025, by the same token is shaping a new ethos to “govern under the values of equity, justice and respect for the rule of law.”
The “strength, unity, and belief in our country,” said Prime Minister Pierre, “carried us through one of the most important moments in our history,” as he acknowledged extensive congratulatory messages to celebrate a momentous election victory at the polls on December 1, 2025.
On December 7, 2025, at the Daren Sammy Cricket Ground, Prime Minister Pierre thanked the people who made the electoral victory (14-2-1) possible.
Connecting with the people of Saint Lucia, Prime Minister Pierre, with certainty, said:
“Your trust. Your vote. Your hope for a better Saint Lucia. Saint Lucia, this one is for you.” – “Your support, your encouragement, and the trust you have placed in the democratic process mean more than words can express.”

Herein, policy response, short-term gains and structural reforms remain fundamental to navigate lasting solutions,” and that, “the crime problem in Saint Lucia is facilitated by corrupt politicians/government officials, business persons and police officers.”

Saint Lucia will have to invest, attract and support extensively to bolster ongoing social and public-spirited needs. Government programs and the ability to retain and attract top talent, predicated on the delivery of direct economic development, will require extraordinary promptness and tractability.
According to the IMF 2025 Article IV consultation with the authorities of Saint Lucia, in Castries, November 3-14, 2025:
“The medium-term fiscal outlook remains challenging amid high public debt stock and large rollover needs. The fiscal balance improved in FY2024/25 mainly from lower capital expenditure. The overall fiscal deficit excluding natural disaster costs is expected to narrow to 2.3 percent of GDP by FY2030/31, with rising interest and wage bills partly offset by a decline in capital expenditure due to limited access to financing. Public debt, which also pencils in natural disaster costs, is projected to stabilise at around 77 percent of GDP in the medium term. The gross financing needs will remain elevated, implying continued high rollover risks.”
